Arthur
A. Rubin MD. - CEO MDxL
Dr. Rubin has over 30 years experience in the healthcare
field. He is board certified in Internal Medicine and has been practicing
primary care medicine in Arlington, Virginia for over 23 years. Dr.
Rubin is the senior managing physician in General Internal Medicine
Group P.C., a fourteen medical physician group. Dr. Rubin has done consulting
to hospitals, health plans, and HCFA. Along with another physician he
founded NCPPO, a Washington area PPO, with over five thousand physicians
and two hundred thousand members. Dr. Rubin was an NCPPO board member,
Medical Director and chief of Utilization Management for NCPPO for over
ten years, and in that capacity has had extensive experience working
with hospitals, employers, physicians, and health plans. NCPPO was sold
in 1997 to Wellpoint Health Care. Dr. Rubin is also board certified
by the American Board of Quality Care. He has had extensive experience
in administrating medical care delivery under various compensation mechanisms.
Dr. Rubin's long-term simultaneous practice of medicine while administrating
health care at a senior level provides the perspective to help create
successful ideas, insights and decisions that can avoid mistakes of
the past and smooth the implementation of new health care initiatives.
Jay Weiner MD.
A triple boarded pulmonologist and intensivist, Dr. Weiner has served
as Associate Director of Medical Education at Holy Cross Hospital, and
is the founder of MCNET physicians network.
Dennis C. Friedman MD.
A practicing cardiologist, Dr. Friedman was a founder of MCNET, a five
hundred physician network based in Montgomery County, and has developed
successful ventures in cardiac rehabilitation and outpatient cardiac
testing. He is currently Medical Director of Cardiology at Shady Grove
Adventist Hospital in Rockville, Maryland.
Carl Schoenberger MD.
Dr. Schoenberger has recently completed a term as President of the Medical
and Affiliate Staff at Shady Grove Adventist Hospital, where he also
serves as Medical Director of Intensive Care and Medical Director of
Respiratory Therapy. He helped found Specialty Care Mid-Atlantic, a
specialty IPA, and served as its President until March 1995. Dr. Schoenberger
lectures for the Maryland Health Care Educational Institute, and consults
as Vice President of Health Research Inc. of Bethesda, Maryland.
Bob McCluskey - Chief Financial Offier
Bob McCluskey has been in the Health Insurance Industry since 1975.
He held numerous positions with Blue Cross Blue Shield including Provider
Relations, Underwriting, System Implementation, Programming, Finance,
and Operations. He left Blue Cross in 1987 to become Vice President
and Chief Operating Officer of National Capital PPO (NCPPO) for which
he was the first employee. Mr. McCluskey directed the development of
the network, claims office, customer service, and provider relations.
NCPPO grew to become a successful PPO of almost 200,000 members before
it became integrated into Unicare/Wellpoint Health Networks.
Mr. McCluskey has also held consulting positions with the United Mineworkers
Health and Retirement Funds, UIU, Pharma, and Warehouse Employees Trust.
Mr. McCluskey holds a B.A. degree in Economics and English Literature
from Ohio Wesleyan University.
Kelly Walsh, CPC - Chief Operations Officer
Kelly started in Health Care in 1981 at CareFirst Blue Cross and Blue Shield,
as a Professional Services Representative serving the Washington metropolitan
area. She left CareFirst after 8 years to work for the National Capital
Preferred Provider Organization (NCPPO). As the Director overseeing Provider
Contracting and Personnel, her staff handled all credentialing and network recruitment and
assisted the Medical Director in reviewing physician claims for accuracy of coding.
Kelly is a Certified Professional Coder, and is currently pursuing her AAHAM
certification. She holds an Associates Degree in Liberal Arts, and is
currently pursuing her Bachelors Degree in Business Administration at George Mason
University.
